Altougth i hate the tone of your question, you have a point! so i'll answer this one.
I believe it is Tula, Hgo, why? because besides the smell of the oil refinery, there is this river that goes trough the middle of the citty, named Rio Rosas. Wich is the trash dumspster of Mexico Citty.
