If you want serious answers you came to the wrong place!
The primarily horrible thing it has done, aside from preventing millions of people from being allieved from their pain and suffering through medical treatment, is to create manditory minimum sentences.
These punishment laws have filled our prisons with people who were busted for possession of a few grams of a controlled substance, and placed them with violent criminals like rapists and murderers. Some kid getting high and being responsible with life is given the same treatment as someone who went out and purposefully murdered someone or raped an innocent victim.
Justice?

It's pretty obvious that it (the war on drugs) has overloaded the criminal court system as well as the already jammed prison system. The answer is also clear, reduce or dismiss most possession charges as well as minor trafficking charges. The enforcement should be aimed at the upper end dealers and distributors. Your getting nowhere arresting and locking up EVERYBODY! (The police are however, turning quite a tidy profit through ''seizing'' these minor offenders assets!)

Prison overpopulation
Courts overloaded
Stretched law enforcement
The war on drugs was a good idea...but it really lacked a plan.
It has been just arrest and incarcerate for minor offenses.
It has taken a turn for the worse now that some states actually have made some possesion of legal over the counter drugs illegal to have with out prescription.

I agree with Adrianna and everyone else who mentioned overcrowding and minimum/maximum. However, I think it still comes down to Justice for the Rich. Over and over you see people with no money being hauled off to prison, while the rich hire lawyers and go to "Drug Court" (rehab).
The other big problem is the plea bargain - the bigger the criminal, the more they know, so they have someone "up the food chain" to turn on. In the meantime, the little guy who gets caught doesn't know anyone/anything, so they wind up in jail.
Overall, it's just creating one big clusterf@*%!

More people are being convicted on drug charges, filling the jails. Sometimes other people who committed crimes get shorter sentences than they would otherwise because they need the space in the prisons.

The "war on drugs" is a smokescreen its just a way for the government to get drug money and guns so they can continue to kill, pillage and plunder more succesfully.
