Windows 2003 server question about IP filters?

Question

i want to set up a 3 'listeners' on ports 10000 to 10003
Have put TCP filters on permit for all three ports and enabled filters.
no firewalls but it still won't respond. any ideas?

I think the problem you are having is because you enabled all three filters.Try enabling all three ports and one filter
