Please rephrase your question ... act as a burner .. as opposed to what ?
It is a burner ... what device would you want it to behave as ?

The dvd-burner will function just as a DVD-ROM drive does, plus the ability to burn DVDs and CDs.

a burner can read and write, so you still can watch dvd's on your pc
