PS :My laptop is HP dv 6000 core 2 duo ,the fan is powering up and down every 4, 5 minutes,is this normal or safe?

4 to 5 minutes is completely normal for a computer like that.

If its still bothering you, then try not to use your laptop on your lap as often (to get it away from your body heat). Also, make sure the air vents are always clear of dust and things like that.

The fan turns on when the CPU gets hot... the more you make it work the more the CPU runs at high speed and the more heat the fan has to get rid of.

My IBM R40 behaves similarly... except when I run at 100% CPU for ages the fan just stays on all the time.

It's fine... normal behaviour.

yes it is normal and safe. fan operation is automatic and rightly so.
