Homosexuality does not exist in most fish as the dominant female will turn into the male. All other fish will remain as males. Im not too sure about goldfish but I have noticed this in many reef fish.

id say just buy a few friends for him. get him 2 or 3 of each sex. let him decide exactly what fish looks best to him. if hes gay shoot him. if hes straight make sure the other fish aren't gay. and you ll have lots o' babies

As a conservative I would say shun him and take away all his liberties.
As a liberal I would say embrace him and his lover and accept that their feelings are normal.
