Most Electronic or print/electronic publishers should be happy to work with you no matter where you are. Often these publishers send funds by Pay-Pal or a paper check that would have to be converted from the currency of their locality.

The publishing time frames vary. Each different publisher will likely work with a specific calendar of edits and releases. From the time of acceptance, it could still be a year or more to publication. With an electronic publisher, you would be contacted by your editor in email.

There is a distinction between electronic publishers and a vanity press. With a vanity press, you will pay as much as $1000 US dollars (about 44,000 Rupee) in up front costs. The vanity press will not (generally) edit or copy edit and the time to release could be much faster. Most authors consider this a poor choice. Money should flow to the author.

Shipping, from the time of the order can take as long as six weeks to an international address from the United States unless specialty shipping is requested at a higher price. If you find a publisher in India, the rate of shipping would be lower to addresses inside the country and higher for an international address if you would be sending them to England, US, or Australia. That could be important since the work is English.

Take time to consider where you will be marketing the book when it's finished.

In New Delhi there are a number of Publishers. Most of them are cantered around Daryaganj. Take a walk with your ms and bio data and seek the interview with the publisher. Vikas publication is one of them. Penguin books should be in Connaught place. Once you talk to them, they will show that they are busy and there is huge pipeline. Ask them to throw some light on it.
If you want to publish abroad, then try Authorhouse, Bloomington, Indiana. Go to the website. you will find other publishers as well. But they charge around ten thousand dollars!
Authorhouse may be cheap.
Best of luck
