97 Toyota Tacoma 4x4 2.7 L engine. When I measure the voltage at the connectors that connect to the fuel pump. I'm getting 5.4 volts. What should it be? And if it's to low, what could cause such low voltage?

I have 12 V at the EFI fuse and 12 V at the relay switch under the dash.

it should be the 12.5 to 14.5 volts of the system are you sure your checking the corect wires as the sending unit wires will give that reading bypass the fuel pump realy and retest it at the pump

12.volts...the only place 14 v should go is to charge battery ck wires for short. check every inch from relay to pump...elect problems..i hate them
