Ah! yes very good question, gullibility may be a factor, but the main reason is greed. A human failing I'm afraid, something for nothing, or very little! is generally the bait.
However, its the genuine person that is normally conned, Why? because they assume everyone is honest like themselves. another human trait. Very seldom is a crook conned!! if ever. Lesson "Buyer Beware"

I don't know if it is that people are gullible, but I think everyone works so hard all the time that they are just looking for something that might make them not have to work as hard.

Lol because some people are stupid. You know that ginger kid on YouTube who made the video “gingers do have souls“. His a huge scam. His trolling the trolls himself by making them think his being serious LOL. Some people are just too easy to fool

some of the Spear Phishing scams are VERY legitimate looking. and it's not greed when you get a letter telling you to contact paypal through a link.

Stupidity, naivity - maybe they really want to believe that ALL people are ALL good??? If its a money scam - because they think you get things in this life for free - and you don't!

There just vulnerable or gullible, they see something that sounds like its going to make everything right in their life for them and foolishly believe it, its sad and wish they would learn.
