No, the new Chevy Volt concept is not the same car as the EV-1, though it shares some of the same technology.

The volt is actually a hybrid, though it's radically different from other hybrids. Typical hybrids are gasoline fueled cars with a small electric drivetrain connected to the same wheels the gas engine connects to. This is called a parallel hybrid.
*
The Volt, though is a SERIAL hybrid. In a serial hybrid, there are not two transmissions - there is only one. The electric motor is the only motor that connects to the wheels. All the gas engine does is charge the batteries. This arrangement is far more efficient than a parallel hybrid, and also much simpler mechanically, therefore more reliable.
*
When you drive a Volt, you will be able to charge the batteries at night by plugging into your garage. The gas engine will not even start unless the batteries get low, and for most everyday driving, a typical driver will not use a drop of gasoline.
*
Since driving on electricity from your utility only costs about a penny per mile, the volt will be a very economical car to drive.
