i plan to buy a phone. and my options are these two because these are the only phone suitable for my budget..
can you tell me where of these two is better??? which phone has best features?

I have the 6630 and like it. I too, can't spend a lot of money on a cell phone that is only going to last a couple of years.
I have had very good luck with signal, it takes pictures, has a voice recorder, etc.

Both the 6630 and 6680 are 3G-enabled; but you can make video-calls with the 6680 because it has a front-facing camera in addition to its 1.3 Megapixel camera at the back. The 6630 doesn't have the front facing camera but will still be able to access all the normal 3G things like video streaming. The 6680 does have a bit more memory I think. It basically comes down to how much importance you place on video calls.

6630 for me. I have this mobile and it is great. You can compare them side by side on nokia.com to get a good idea.
