A firewall wouldn't usually stop you downloading something, but it really depends how you are downloading it. If you using filesharing software then you may need to open specific ports on the firewall for it to work properly.
A firewall does not provide you with virus or spyware protection, it simply stops connections to your computer. If you have Norton you probably have Norton Antivirus installed as well. You could try disabling the firewall temporarily for a few minutes to see if the download works, as long as you have virus software installed then you should be ok!

There is no reason why you can't download with Firewall on, just set it to accept certain files. Turning off Firewall will not stop the AV working, just leave you open to UDP and IP attacks, so its a definite bad idea to turn off the firewall; in fact you should be able to easily configure the firewall, even if it is illegal.

Depends on how your firewall is configured.
I am stuck behind a university firewall (which means I can't do anything) but my boyfriend managed to get round it somehow.

If the firewall is set to high security you might not be able to download. Set the firewall security to low and this might help you to download.

yes,
firewalls can close some ports on your computer for protect your computer from hackers.
it close all ports that is not known. but you can define exception for your firewall.
1st you must find port that used by downloading program.
or you can disable NAV firewall and use windows firewall.
windows firewall can help you that permit one program access to internet. i sujest you use windows firewall it's safe and flexible.

in the firewall options you can set rules to allow the program to work
if i recall its in exception rules can also set in advanced
disabling your firewall is not a good idea for any download
be sure to scan any and all files for virus's

find what port you are using for these downloads and open / forward it on the firewall, thatway your trasnfers will work and not leave you totally open to risks.
but there is only a tiny risk
