The USA hands down pat......
Only the USA has had the technological advantage and has had the economy to back up continuing the research and implementation of those discoveries.
Some of it has leaked out and made it into the hands of other nations, but inevitably that nation could not use it to its full potential.

It is probably Germany. Check out the new Panzer 2000. They have always had the front row in technology. I love the USA, but the bureaucracy in our government prevents our superiority. We have the technology and talent, but the politics of government ties our hands.
