There are 27 Orders of living birds. Here are your two:

Ducks, geese, teals, swans, screamers
Order Anseriformes
Ducks (Anatinae for surface feeding ducks; Dendrocygninae for tree ducks; Aythyinae for bay ducks; etc...); geese (Anserinae); swans (Cygninea) are different subfamilies.
Broadened bills containing many tactile nerve endings and filtering ridges at margins; short legs with webbed feet (except screamers)
So, it's a little stretch, but Ducks and Swans are related.

Penquins
Order Sphenisciformes
Web footed swimmers. Wing modified into a thin, powerful paddle; large keel; All are flightless

Swan is a swan, duck is a duck and penguins are penguins. They are all different species of water fowl and the webbed feet are common as they all travel in water as well as fly, except the penguins.

No, having webbed feet does not make it a duck. As the quote goes 'if it walks like a duck and quacks like a duck it must be a duck.' Swans and penguins do neither.

swans, penguins and other types of webbed feet birds are part of the same family like non webbed feet birds but they are broken down into smaller families and they get smaller and smaller with every different trait and a duck by definition is any of numerous wild or domesticated web-footed swimming birds of the family Anatidae, esp. of the genus Anas and allied genera, characterized by abroad, flat bill, short legs, and depressed body.

No. They are a seperate species - as would be a goose, for instance. Not all animals with webbed feet are ducks - some mammals have webbed feet!
