No It Isn't Ilegal! If It Was Dial Up Would Be Ilegal Sense The Ip Changes Ever Time You Sign On! For DSL It Changes Often, Now For Cable User's It's Not The Same! I Once Used A Cable Service And It Took 4 Year's For The IP To Change! And For Most Cable Services You Have To Wait For It To Change! If You Try To Change It You'll Kill Your Own Connection And It Will Take A Few Hour's Before Your ISP Will Fix The Problem! And Even Then Your ISP Will Be The Same! I Myself Use Dial Up And Cable!
I Really Believe You Mistaken What Your ISP Said! I Believe Your ISP Probably Said Stealing A IP Is Ilegal.

Your ISP gave you an answer to shut you up. It's a silly question, and here's why.
Go ahead and change your IP address. It serves no purpose to do so. Once you start using the internet again, anyone can see your new IP address. You can try to use a Proxy service, but your real IP address can easily be found again.
Good luck and Happy Computing!

It's not illegal because it's not against the law.
It's very very stupid on an internet connection because you may either (1) have an ip address that is not valid for your isp or (2) make an ip address that is the same as someone elses and then you break both computers access.
It is probably against the terms and conditions if your ISP and will result in them closing your account if you keep doing it.
Why would you want to do this anyway?

your ISP is wrong it is not illegal to change your IP address. although ever computer has three Ip addresss as a minimum.
you have the local computer always 127.0.0.1
you have the IP assigned by your router typically 192.168.2.1
if you use a modem with your router the modem is normally 192.168.1.1
and you get the IP address assigned by your ISP (only they can change this IP address) and they normally do unless you are on a cable or a static IP (business) user. the format of your Public IP could be anything. see http://www.whatismyip.com
If you are asking if it is illegal for YOU to change your IP address then yes it would be unless you do so in your router or modem. they are the only IP addresses that you can manually change. your ISP provides your public address.
good luck.

Nonsense. People change IPs all the time. In fact, some people have ISPs that dynamically change their users IPs on a regular basis.

its not illegal to change your ip address, its just the address of your connection, if you are supposed to have a static ip for your isp to work then you'd just lose your connection.....you can alsways renew and repair your ip address, the server is going to assign you an ip so it doesn't matter......what you may have been told is that you may not spoof your ip in order to gain access to the isp as they wouldn't have a direct way of knowing who you are.....or that changing your mac address is "illegal" as that is the "fingerprint" of your pc.

Yes, it is legal to change IP address.
Do you know that IP address can also be purchased?

At the most times it's illegal!
If you want to "hide" your IP, just use anonymous proxy servers or relative software.
