You haven't told us what sort of graduation (university, high school etc.) and you haven't told us where. Nor have you told us what sort of function it is. These vary widely even within any one country.
A stylish but very restrained dress will always be right. Depending on where and what sort of function you may need a coat to go with it. Certainly a sheer pantyhose affair.

I've been in this situation before, and I wore a nice smart pair of trousers with low heels and a pretty top. Don't show cleavage though, the key is to dress smartly. Or alternatively wear a suit, but that might be a bit too formal as you're only a guest.

I would choose a classic length straight skirt (maybe just to the knees) and a nice blouse with jacket optional depending on the formality of the ceremony. Are the graduates wearing tuxedos or just dress pants and shirts? If tuxedos, you definitely need a suit jacket.
Also, a nice one piece dress if not cut too low or too short always works. Stay away from wild patterns or loud colors. Think "subdued" and "classy".

A nice suit if you want to be smart. Otherwise how about smart skirt and top? You need to be prepared to have your photo taken so need to like your outfit!
