India where reservation in management quota is available to the rich. Indian bureaucracy like IAS, IPS etc. is full of the rich. They pass the so called exams with money power. Recruitment even for constables is done based on bribe money. Only the rich can afford such payment.

lol I dont think any Country can have something like that, may be in some country ruled by a dictator. But something like that would face world opposition and would not be a secret.
