The intracity and the suburban trains are called local trains. The maximum one way commuting time in these trains is not more than 2 to 2-1/2 hours and these trains are mostly used by daily passengers residing in the suburban areas.

local train is usually referred in India to Passenger train(Not Express or Mail Trains).They are usually Slow and to be used for short travel only.
Local trains are either intracity or between cities those are 1-5 hours distance.Normally they have only Unreserved II class accommodations.Many of these trains are called EMU OR DMU(electrical & diesel moto unit).EMU or DMU don't have Toiliet facilty so they don't run more than 2 hours and if they does a stop of 30 minutes is given.
These trains normally stops at every station they pass through.
Exceptions:
1)Its not hard to find local trains which cover more than 1000 Kms of distance so they run for more than 15 hours.
Nagpur-TATA passenger train is 1 such example.
2)Its not hard to find many local trains having higher classes such as First class & Air conditioned accommodations.
For example :
a)Delhi - Firozpur passenger train have a First class & Sleeper coach.
b)Amrtisar - Dehradun passenger have Air conditioned 3 T & First class accomodation.

Local train means .................
In a big cities there is very small town , Villages and cities etc..
We can reach there either by using Bus Transportation or Train.
These Train who provide the facility of Transportation to Local Station or town called " Local Train"

Local trains are trains used for intra city travel as opposed to other trains which are used for inter city travel, not many Indian city have local trains some of the few are Mumbai, Delhi, Chennai, Kolkatta, Pune.

These local trains are those which ply within a state, might be b/w two cities in a state...they always have only standing or seating option(I mean no berths to sleep) and they are metre gauge trains and I think they are run by electricity
