I was wondering that as I watched 'North by Northwest' on TV yesterday and saw Cary Grant climbing all over them - made my palms sweat as I HATE heights. You saved me having to ask the question!

Gutzon Borglum was the designer (of course he didn't actually do all the carving, which took a lot more manpower than just one guy). If I remember correctly, his son actually oversaw the completion of the project because Gutzon Borglum died before it was done.
