I live in the Philippines and very few dwellings have hot water and none have safe drinking water. The rats in my house will eat a Terrier . People defecate and urinate in the streets. And I live in a nice area. Most people cook on the floor on a char coal fired pot.
Be thankful for what you have.

No its not legal. All rented accomdation must have basic human needs - ie. hot water and heating.

If your employment contract provided for accomodation, then the employer is liable to provide you with hot water and heating (unless your contract expressly relieved your employer of same).
