Thats probably a loose connection.It might have nothing to do with the mouse after all.Just make sure that all connections are tight both inside and outside the computer and also tie all the loose wires tight together.
Check both ends of the mouse wire if you find any wear and tear the best option would be to change the mouse.

Yeah, sounds like you got it by the tale :)
Try a buddies mouse and see if it does it then too.
If so, try a mouse that uses a usb plug instead of ps/2 (round green)
If you get it to work, then go get a mouse like the one it works with.
If it's the same, try the pushing on the cards in their slots as mentioned above, try your mouse at a buddies, etc.
you need to turn the computer off each time you swap a mouse
Free solutions involve scissors, lamp wire, and tape or toothpicks or a windproof lighter, but try some other stuff first :)

For your mouse, change it. For your computer, check the inside to make sure all the connections are properly connected and all cards are properly "seated" into their slots. It doesn't make computer sense that the mouse wire has any influence on whether or not the computer boots up.

NO computer componant should need to be "jerked" to work,!!
it sounds like either the mouse has a loose connection or the solder joint on the motherboard for the mouse plug is at fault. so try another mouse and if it works fine , then you know it was the mouse, if it still does it then try YOUR mouse on another pc and if it works fine on that one then you will know it's the motherboard connection.

1. loose screw on mainboard, lets it flop a bit, shorts out traces to metal case.
2. system boot up stops at the intermittant mouse port, worn out mouse port connector, replace mouse, or run a USB mouse
If computer is getting a bit older, please grab the free http://pclinuxos.com and boot it in the CD and see if the mouse works.

There's a problem with your mouse and or the mouse wire. I'd get a wireless mouse - it's time to upgrade.
