I'm small size as well, and usually what I have to do is get the 15 inch chains, more delicate than most people would wear. Anything else looks overwhelming. If you want a really long chain (for a small person) the 18 or 20 inch ones are more than adequate.
I find that pendants no larger than a quarter work best too, otherwise they're also overwhelming.

Almost anything can look good. Try to think about where she's going when she's wearing that piece of jewelry. Consider her style---a tomboy at heart might not be too thrilled with hearts. Try to go w/ something classic that she can dress up or down. A thin cable or box chain 16-20" w/ a small pendant will always look nice. Try to stay away from anything gaudy or big that will distract from her face.
