Of course, they can. The dreams don't depend on the corporeal shortcoming. It depends only on their imagination, thoughts, their subconscious finally. You can't say that one's subconscious can be blind. So,one can say that blind people can really have dreams corresponding to their own live created by their other main four senses.

Mostly people born blind would not "see" in dreams, and those blinded later in life would. Basically, dreams are a revisiting of sensations we have had during waking experiences. Therefore it would not exactly be dependent on whether they were born blind or blinded later, but would be dependent on exactly what caused blindness. However any area of the brain not used for its assigned purpose (due to a broken pathway of sensation) is re- assigned to other uses. This helps to explain how some blind people are such tremendous musicians. All the brain not used for sight (and it as a large piece of the brain) can be utilized for other things, and much sometimes gets used for music, which is right next to sight in the brain

Blind people can see dreams. It doesn't really have anything to do with them being born blind or have turned blind. I know this because one of my neighbours was born blind and the other day he was telling me all about this nightmare he had... Blind people may not see things as you do, but who is to say that you see the same things as another person who is able to see? have you thought about that? Each person's reality and what each person sees is diffrent from another person... Just because I call the colour blue, blue...it doesn't mean that I see the same colour as you do... we were both told that the colour is blue, but no one ever discribed how they see it... thus we both call it blue, even though we might be seeing a diffrent colour.

If they turned blind through illness or something then I would say yes, but if they were born blind the neurons or synapses (whatever is needed to connect for sight in the brain) never developed because it wasn't needed and so no, they don't see in their dreams.
