Well there are 3 that come to mind as far as sad goes.
1. Steel Magnolia's - Julia Roberts - A 5 tissue flick
2. Term's of Endearment - Debra Winger - A 5 tissue flick
3. A Place in the Sun - Elizabeth Taylor - A 5 tissue flick
But the movie that made me cry the most was one that was not all together sad, actually very good.. A 10 tissue flick

Monster (2003) starring Charlize Theron and Christina Ricci. This movie depicting the life of Aileen Wuornos, the first female serial killer is really the more poignant and disturbing movie ever filmed. In this movie, Charlize Theron really melt into Wuornos to give the most powerful interpretation in the cinema history. This movie tell the true story of an unhappy young girl growing up in Michigan and plagued by sexual abuse and drug use who became later the first woman serial killer in USA. Her story is so sad, you just can have pity for her, even she do really bad things.
The most powerful moment is when she is bring to death room to be executed. A very sad movie...

Grave of the Fireflies 1988 Anime movie.
If you don't cry, then you aren't human. Makes me teary eyed every time I see it. I can't see this movie more than once a year, it's just so harsh.
Roger Ebert last sentence of review:
"Yes, it's a cartoon, and the kids have eyes like saucers, but it belongs on any list of the greatest war films ever made."

"Taking place toward the end of World War II in Japan, Grave of the Fireflies is the poignant tale of the relationship between two orphaned children, Seita and his younger sister Setsuko. The children lose their mother in the firebombing of Kobe, and their father in service to the Imperial Japanese Navy, and as a result they are forced to try to survive amidst widespread famine and the callous indifference of their countrymen (some of whom are their own extended family members).
