i cant get my data and on scanning the drive for viruses, it is clean.

Sounds like a thing I run into once in a while when I leave a usb drive plugged in on some computers and turn them on. It'll say can't find boot sector or boot.ini . Basically, it's trying to boot to the usb device because of the boot priorities and the legacy usb settings in the bios (SETUP). You can mess with those and get it to never do it again, but I'm not sure that's what's going on from the short description. Try unplugging the external drive, booting up, then plugging it in.

PS: just read the post above, yeah if you just built an external from an internal, they like the jumper settings on the back of the drive to be cable select (CS) or master in some cases.

PSS: You can add info to your description above. Add Stuff Like: What do you have it plugged into? Where was it before? Access it from where? What are you doing when you get that error?

Are you trying to boot from an external drive? Check your pins and make sure you have the drive pinned appropriately for your manufacturer. Most I've worked with have you put it in Scan Select mode or Master.

try turning off your external hd then restart your computer. then turn hard drive on again. sometimes I have to do that. even though I never received that message.
