Somalia is being ruled by warlords as the government that is in place, does not function. Somalia therefore is the perfect exemple of a failed state.
That does not mean there are no competent Somalis who can rule the country. The problem is that these people don't get a chance. Having another country rulking Somalia is not the answer. Look at Iraq, where the government is basically a bunch of Washington puppets. Or Afghanistan; same story.
What the world should do is helping and assisting the Somali people in creating peace and stability.

Only so they can have a transitionary Goverment to promote stability until they can approach self-determinism. The only successful, democratic revolutions of the past required the following elements:
1. Foreign Support
2. A highly educated middle class
3. Motivated leaders with personal wealth at stake
4. Strong Secular ties to Democracy
5. An established economy
Somalia currently lacks several of these aspects and most of the ones they did have were destroyed during the Colonial period or during the intense famines, soil salinizations and inernecine conflicts.
They need a little bit of help to stand up.

I've often wondered. If they destroy their own country, it's up to them. I've often wondered what resource they have that the western world seems to want to manage for them. Other than that, it's the compulsion of the US to play interstellar policeman, I guess.

You just have to look at Black Hawk Down...the country is ruled by a Mad Max style of ..I wouldnt even call it a Government - a tribe...of Lunatics.. A haven for Terrorists.. Nuke it...
