The Truce of Biak-na-Bato stipulated that Spain would pay financial remuneration to the Filipino revolutionaries in exchange for the surrender of arms and the voluntary exile abroad of Aguinaldo and the other leaders. Toward the end of December 1898, Aguinaldo and the other revolutionary leaders went into voluntary exile in Hong Kong and they were given the initial sum of 400,000 pesos, most of which were deposited in a Hongkong bank and used later on to purchase more weapons. Distrust on both sides resulted in the failure of the truce. Both sides were only biding time until they could launch another offensive.

The Pact of Biak na Bato, signed in December 1897, created a truce between rival rebel groups in the Philippine Revolution: Magdiwang, led by Mariano Alvarez and Magdalo, led by Emilio Aguinaldo. Aguinaldo and his fellow revolutionaries were given amnesty and a monetary indemnity by the Spanish government in return for which the rebel Government would go into voluntary exile in Hong Kong.

Philippine Revolution
(1896–98) Filipino independence struggle that failed to end Spanish colonial rule in the Philippines. There had been numerous quasi-religious uprisings during the more than 300 years of colonial rule, but the late 19th-century writings of Jose Rizal and others helped stimulate a more broad-based movement for Philippine independence. Spain was unwilling to reform its colonial government, and armed rebellion broke out in 1896. Rizal, who had advocated reform but not revolution, was shot for sedition; his martyrdom fueled the revolution. The rebel forces of Emilio Aguinaldo were unable to defeat the Spanish, but the Filipinos proclaimed their independence in the wake of Spain's defeat in the Spanish-American War (1898).
In my opinion, the pact effectively divided the most promising independence movement by splitting and exiling the leadership.
Had the pact not occurred, most likely there would have been some solidarity forged between the rival; groups, as they say "the enemy of my enemy is my friend".
Biak is also an Indonesian island just for your info.
Indonesian and Tagalog are quite similar, yeah? ( I lived in Jakarta and visited Manila many times).
