The Spanish were undoubtedly better equiped than the Katipunan.

The Katipunan were formed predominantly from the working classes and there was not, initially, any great financial support from the middle and higher classes. They often relied on weapons captured from the Spanish and latterly spent much time struggling to smuggle arms into the country. In the later stages there was some support from the US.

The Spaniards had superior metalworking & gunpowder making skills which meant their weapons fired more accurately, further and more powerfully.
Spain has always been very famous for its superb metal work.
Furthermore, the Spaniards were garrisoned meaning they had ample equipment for resupply.
