Hi,
First of all you have not mentioned the date of application submitted.
As per my experience, it is delivered to the addressed provided within 1 month. My sister and myself got it within a month's time.
There could be a reason that there would be no one available in the address provided by you at the time of delivery of the card.
My advise, is to please check it with the concerned office as soon as possible as may be they are also waiting for your revert.
Tell them the date of application you put and ask the reason for not delivering the same.
Go man go.Do not waste time. Financial year is not too far.

ITS THE WORST DEPARTMENT TRY ONCE AGAIN GO TO UTI BANK OTHERWISE YOU ARE BOUND TO APPLY FOR A NEW CARD WITH NEW NUMBER
