Are there any local foods that a tourist should avoid?

Well there are alot of traditional foods but I wonder why you would think that the food there is any different from where you are. If you want to look for place to eat out there are severlal eateries and of international status. There are five star hotels where you can eat out at buffet may cost between $25-$45 depends on where you go for your meal. There are three star hotels too.
If you want fast food there are alot of fast food restaurants in town and in the outskirts, want hamburger you will get it, want pizza you will get.
Local and traditional food consist of mainly a gravy/sauce, beef/fish/chicken, beans/peas, white rice/"ugali", with vegetables your widest pick from okra, collards, mixed vegetables, roman lettuce, chinces cabbage, cabbage etc.
Some foods that are deep fried include bananas, irish potatoes, cassava, sweet potatoes, your pick. My suggestion always choose a place that you are comfortable to eat in and which you can afford. Eating in local hotel will not cost you more than $2-$4 with drinks.
There is bottled water too. A bottle costs the equivalent of $.10-$.25.
The person who told you that people do not wash hands is misguided, if we in TZ never use toilet paper why do we have over 4 industries that produce toilet paper??? The people along the costs have their customs when it comes to going to the toilet so do not generalise that there is no toilet paper!! When you go into a toilet and do not get it ask your hosts they will definitely provide you with TP!

There's no avoiding it...you will get Delhi - Belly.....
Get a Hep A & B vaccination
and remember there are a great many people in Tanzania who have never heard of toilet paper...let alone washing thier hands.
