You can download only if have the paid account. Outlook can download only pop3 mails and pop3 is supported in these mail's paid versions only.

If you have the paid version then configuring hotmail is not a problem because settings for hotmail are inbuilt with outlook. But for yahoo you have to configure the pop3 and smtp address in outlook like:

pop.mail.yahoo.com
smtp.mail.yahoo.com

Well there are two kind of services these two provide,Free mail and Premium (paid) services,

Free Service is only Web-Mail, but premium provides you option to download mail in your Outlook or any other client,
basic difference is Free Service is HTTP based, where you have to use browser and go through Adds on web-page .....
but Premium Service comes with POP, ( POST office protocol),
Outlook and other such software are basically POP clients, which can download Mails using POP from your mail server(which is yahoo or hotmail here).
Try Gmail, they provide free POP forwarding ,

Hello,
You Must First Buy The yahoo plus and ms plus but gmail is free
but yahoo and msn no pop3 free on the free account
