I'd go for spain and Italy in first place. Great history and culture, warm weather, nice beaches, and espacially spain has many perfect islands and a big diversity in landscapes - and last but not least the best food in europe (both countries). Also many beautiful small and big cities/towns there. And most of the people are friendly, too. Spain is still a bit cheaper than Italy, so I would choose Spain at the end.

France and Netherlands are also very nice, but there are some bigger drawbacks (people are not very nice in France and it's not inexpensive, Netherlands is too small and not very exciting if you want some landscapes or diversity, and the weather can be a bit rainy).

Spain is lovely and the persons are very pleasant. I particularly cherished toledo and seville. Seville, Toledo and Madrid are touristy. I could particularly advise going there if you'll be able to however if you happen to wish a truly cultural enjoy recall touring one of the most smaller eu cities in each and every nation you discuss with. I went there 10 years in the past and the whole thing used to be lovely low cost and the meals is particularly well.

France. Paris is not really a city...it is more like a feeling. If you feel good, the city looks good; if u're sad (trust me) Paris just about cries with you and last but not least, most cities have certain beautiful places (downtown, etc). Well, in Paris, EVERYTHING's beautiful...every street. Lyon is close by and it has lots of nice places although its small and also...the Castles that are on the Loire Valley are gorgeous.

Holland. The people are wonderful. Very dry sense of humor. Like a nation of Bob Newharts! Oh, and all that marijuana everywhere is wonderful too!

If it is your first time I would say that you should go to Paris!
It is an awesome city. So much to see and do. You won't be disappointed! If you try to speak French they will welcome you, if you EXPECT them to speak English you will not be treated very well. So, practice some simple sayings!
Have a great trip!
