Have no idea what is your diet like but if you consume anything like coffee, tea, coke or chocolate you should cut out of your diet right away!
Reduse the red meat and have extra fish but not fried!
Start introducing more fruits and vegetables to your diet and try to drink plenty of fresh water.
take with your breakfast high quality multi vit and mineral complex with Zinc 25mg. (if the complex is less in Zinc then take extra to top it up till 25mg a day)
extra take vitamin C 1gr a day with breakfast as well. You will have to supplement Omega 3 and 6 twice daily in proportion 4:1 from vegetarian source (flax seed etc.)
Acidophiles will also help for your condition.(make sure the supplement do not contain casein - dairy product)
Try to eat Organic as much as possible and you will feel the difference soon, if not the you have to visit Nutritional Therapist.
Also you can check yourself for food intolerance.

Sounds like you are suffering from some kind of sleep disorder where you are sleeping, but not getting that deep sleep. Or maybe you have an underlying condition that's causing the exhaustion. I would talk to a doctor. You just never know.

If this is worse in the winter it could be SAD caused by short days and not enough sunlight. Get outdoors as much as you can or you can get light therapy, meaning extra bright light of the right type.

I really think that you should contact a physician, because that is not normal (given that you are only experiencing this physically, not accompanied by psychological factors such as depression, etc.--because then it is a different story).
