Hi there,
This is becoming a common occurence with the latest variants of malware infections. Unfortunately they are now doing things like locking down your task manager, registry editor, control panel, and stopping you from visiting anti-virus sites in order to remove the infections.
If possible, I would recommend you download the Free Trial of Prevx1. I have seen this program remove many infections like this, by scanning your computer and removing any infections free of charge.

If neither of the above work, you may need to have the hard drive removed from the computer, and hooked up to somebody elses' PC (with up to date anti-virus software) as a secondary slave HDD, and clean it up with anti-virus software that way.

Go to www.symantec.com and run a free computer search... then identify the virus through this and delete it accordingly.
