actually a proposal for a girl is serious stuff.......i m sure the girl u love would love 2 c the way u say ur special words.....so the best way would be 2 go over to when she is and say it upfront....but however if u cannot manage this find someway to book a flourist in her city like the internet or someplace.......arrange for a bouquet of her favourite flowers to be taken 2 her place with a special message given just by u 2 her.........confirm the time of delivery by the florist after u r sure she has received the flowers just call her and tell her that u wanted to be there to tell her this but u could not wait to tell her that she is special to u and hence made the arrangements.........personally i feel an email 2 propose or even an sms or a phone call is a very impersonal way of conveing ur feelings..........and it can be taken in a joking manner 2......a proposal is a special time for the both of u........make sure it's as important 2 her as it is 2 u.............all the best

u need to tell her how much she means to u, tell her how u wanna spend the rest of your lives 2getha...
take her out on a romantic date...treat her like a princess then at the end of the date get down on one knee (do it at sun set) and propose ur love and pop the question....Nice ring :)
