I've been a web designer for nearly 8 years now and when I began my first website I created it on Yahoo GeoCities. It is very user-friendly and easy to learn and overall great for a personal web site. Lots of people use Freewebs which has greatly improved over the last 5 years in terms of features. As far as a free domain name, it doesn't exist. Yahoo Geocities & Freewebs both give you a subdomain name, such as freewebs.com/~yourusername but you cannot get a www.myname.com for free.

If you want your own "domain.com"? Nowhere. You'll end up paying for the domain.
Try dreamhost.com, they are pretty cheap. I remember paying 10 bucks and getting hosting and a domain for a year.

if u want ur own page, create it at yahoo, or at tagged.com or myspace.com
otherwise i dont think there is anyone who hosts whole websites for free, or gives out domain names for free either
