You know, there's alot of anime out there that would fit the criteria you're looking for, but you want high- quality stuff. Try Fruits Basket. I would also suggest Mai (My) Hime. It may be a tad bit mature at times, but I think I would have liked it when I was thirteen. Also, you should watch Howl's Moving Castle. It's not school- life anime romance, but I think you'll love its romantic aspects anyway. As for anime, you should so totally read Peach Girl. It's a few years old, but I'm sure you can find scans of it online. That's exactly what you're looking for.

Somebody already said Boys Over Flowers, I second that. The original title is "Hana Yori Dango", and can be found in manga and anime form, both great although I prefer the anime more. The main character is a headstrong but intelligent girl, who finds herself bullied on a daily basis after transferring to a rich school, simply because she is poor. It's a very good series, trust me you won't be disappointed. They also made a live action drama called "Meteor Garden", but I haven't watched it so can't comment.

all-right my daughter who's 9 loves manga but i will read it first to see if its safe for her because i think some of that manga really is not clean its so here goods ones that are very good and clean believe me your mom will be impressed its imadoki nowadays which is 5 volumes and its teen romance and very clean also MAR is a fairytale romance also clean and prince of tennis about all boys tennis school and 1 girl in love with the best player of the team again try imadoki nowadays check your library.

Hana-Kimi is an awesome romance manga.
Its about a girl who lives in America, who moves to Japan, cuts her hair, enrolls in a boys academy...all to meet her favorite track & jumper Sano.
Its very interesting watching her fall head over heels for him, while trying to hide her identity to everyone at the school.

i reccoment fruits basket, da capo, ichigo 100%, Ouran High School Host Club, Fullmetal Panic:TSR and lastly Fumoffu (the sequal to TSR) because when i was 13 (now 16) i loved all these animes and yes, they all have romance!
