If you mean that you see a sort of vapours or steam around the icecream or ice or a cold surface, it is because of the fact that the air laden with the moisture gets condensed when it comes in contact with the extremely cold surface and when condensed it looks like steam.
If you mean that you feel warmer when you eat icecream in cold weather, it could be because of the reason that we are warm blooded and our body (blood) temperature stays at a particular level irrespective of the outside environment. When we consume icecream in cold weather, the temperature outside as well as inside our body (through which area the icecream moves) dips whereas our blood is at a higher & constant temperature. It gives a feeling of warmth.

When you insert in your body a substance that is colder than your surroundings your body temperature starts dropping to adjust to it. But since Icecream quickly melts your body temperature stops dropping and rises again to the previous one. This gives you the feeling of warmth. When cold, try washing your hands in freezing water. You will that after you wash them (they will be freezing of course) you will get the feeling of them getting warmer even if you are in a cold place (where perhaps your hands were cold before)
Same thing happens in the summer. When you are hot you can eat an icecream and get some momentary boost in coolnes or go for a chilly burger with lots of Tabasco. You will feel much cooler after a while while your body adapts to the previous temperature.

Milk is one of the high colorie content and which is why due to metabolism we get more heat than we except. Appart from that icecream contents like cocoa, sugar all are high cal material which is why we feel heat when you eat icecream

the ice cream that you eat,goes into your body.and due to sudden rise in temp.,this lets off fumes and there by adding to the body temp.so we feel heat on eating ice cream
