The exhaust vent on my furnace is to low, we are always hitting our heads. Can I get some elbows and go up, then back down on its way out?

It really is not a good idea to have the vent go down at any point, this arrangement could cause gas fumes to to not be drawn up the flue correctly. This could cause a dangerous build up of carbon monoxide in your home.

Usually not. If it's a power vent there is less condensation and the draft is not dependent on natural convection to draw, so you might get away with it. On a direct vent unit, condensation will collect in the low point. On a natural vent, that depends on the heat of the air rising to draw, it's not a good idea to make it go downhill anywhere, but always pitch up.
