At the quang Hua market in the area of Pateh Lu and Sung Chiang Rd. it covers several blocks and is loaded with computer/electronics stores. Its about one block north of the blue line and seems to have everything you would ever want. I've bought a couple of laptops and a printer there.
Word of caution about the software. Most of it is in Chinese. If for example you buy a game, English Windows might not take kindly to it. The names of some of the sub-programs have a Chinese character or two in them, and Windows will translate it as an underline. You can imagine what happens when the main program calls it up.
If getting a PC, make sure that you get English windows.
If shopping for a camera, they have them too, but you might also try an area near the railroad station and 2 or 3 blocks west of the big Shinkong Mitsukoshi building.

I agree, 3C is a good place to go, but they'll have more basic models of computers. They're great for software and accessories like external hard drives etc.
F'Nac is also a good franchise to hit if you're looking for a nice package deal that includes a mouse, a case, an extra battery etc. They'll also order software from abroad for you. But again, they're best deals will be on 6 month old models, which in computer years, is alot. They definitely have the new stuff too and a good selection. F'nacs locations are often in department stores like Focus or Mitukoshi. They have a lot of gaming stuff there too.
Other than that, within each city there is usually a famous electronics district. You can bargain at these and they'll drop up to 5 or so thousand NT. You can also get stuff thrown in. You've got a lot of answers above for where to go in Taipei, but if you live in the South, in YongKang, Tainan or nearby, hit Beimen Lu. Asus is a really good brand for a notebook if you're looking for a reliable local brand.

Guanghua Electronics Mart
Directions: MRT Stop Zhongxiao Xinsheng > Exit 4 > Turn right、walk to second Traffic light junction 、turn left 、walk 2 mins
Note: This place is closed every 2nd and 4th Tuesdays of every Month.
The Prices here are extremely competitive as there is a lot of shops selling similar items ,so shop around before making a purchase.
There are also many Computer shops on Bade Rd (First traffic light junction)
