A communist state is a welfare state, but a welfare state is not necessarily a communist state.
The principle of a 'wefare state' is that the government is responsible for the well being of its people and should there for ensure a minium level of services to all. Common examples are providing income assistance to ensure no one falls below a floor poverty level or providing free basic health care services to all.
The principle of a 'communist state' is that the capitalist system is inherently exploitive so all services should be provided by the state. This means a communist state will provide the services of a welfare state, in addition to all the services that a welfare state would leave to the market to provide.

No. There is no "welfare" in a communist state. In such a 'state', you do what they tell (order) you to do. If you don't, you will get nothing except maybe executed. What little you do have, (you would OWN NOTHING!) would be taken from you (including your family). It might get you exiled to Siberia (or worse). The state is all important. Everything is done for the state first, and everything else is inconsequential (does not matter to the state).

the term Welfare state was invented by Republicns to scare Americans away from accepting the benefit of social welfare programs.
The use of the word "welfare" was chosen to play into the Republican racism and hatred of Blacks. As you see from the answer, it worked.
BTW - Under Communism, all people do NOT earn the same pay.

It is in theory, but in actuality the only welfare that communism provides is for the people that hold the whip over the rest of the people. A communist is someone that will share his trouble and misery if you will share your coffee and apple pie.

No, because you have to work. you don't just sit on your *** and get stuff. The only difference is you get paid with coupons and everyone is paid the same amount, from the janitor to the doctor (like in Cuba).
