I will choose to be honest with you, and I may even appear to be blunt and rude but that's not my intention. What I am sharing is based on what I have been experiencing and hearing from friends and colleagues from Malaysia who are working in Singapore.

Other than qualifications, the command of English needs to be very good and fluent. Many of my peers from Malaysia have problems with that, thus having a lot of difficulties getting gainfully employed in Singapore. Even if you wish to be a Chinese teacher, you need to be fluent in the English language too (unless you are from China). I know, this isn't fair, but that's how things seem to be.

If you are talking about seeking a skill-based job, then I don't think language is that much of a problem though.

if you find work in Singapore usually the company will help you to apply for a work permit. look thru the newspaper there are some jobs that are hiring malaysians, hope this helps cheers

I think is a similar question to ask how a Singaporean can work in China? We are human so I don't see any problem with my counterpart here. :)
