You can format this drive. But if this drive is your root drive (that is the drive contains operating system) then you have to format it in boot environment. Use a bootable floppy or CD for that. But remember if you format the root drive then you will loose all of your installed programs (not saved or copied/pasted programs). This is because the installed program has to be registered in system registry. And by formatting the root drive, all the registry will be lost.

So my suggestion is go to Control Panal> Add Remove Programs and remove some unnecessary programs.

You can format a drive by this way-
right click on a drive> choose Format from the pull down menu.

You can not empty this file. It is probably the only drive on your computer. You can remove unwanted programs by un-installing them. That will free up some memory. It's very important that you don't just go deleting files. Many files must be in your computer for it to run.

My suggestion. Get someone you know at work, school, friend, etc.. that is knowledgeable about computers to do it for you. This will save a lot of trouble especially if you accidentally deleted a very important system file.

lots of things you can do that do nont include downloading dodgy software (not saying the a+ tech is wrong and the software he/she links to has anything wrong). But really all you need to do is empty the temp folders such as clearing out your browsers history files and temporary internet files.
you can create space by either moving files and folders from the C: drive to any other back up medium such as an internal / external hard drive or DVD/CD.

this option should be used to move/ backup your personal files such as your documents located in the my documents folder.
when backing up or moving do not delete the folders within the my documents folder, you should only move the contents of the folders to the backup media of your choice.
as an alternative option you can backup your entire contents of your C: drive to an external drive, and then remove and install a new larger capacity hard drive. depending on your budget.

use your imagination to see what works best for you.

to clear up additional space try deleting all the system restore points prior to the most recent restore point. i would suggest with this option for best result you should use system restore to create a restore point. then shut down and restart your computer. if the system restarts normally without any problems (besides maybe acting a little slower than normal; go ahead with the removal of old system restore points.
you need to be a system administrator level user on windows XP and above to do this.

good luck.
with the limited information in the question it is hard to know what would be perfect for this asker.
in general it is best practice to keep not less than 20% of your C: drives capacity free. this aids your system to work as perfectly as it is designed to.

Analyse your C drive using the defragmenter. Check and see whether if you have too many restore points. If your computer is working fine and is virus free try to remove old restore points by doing disk cleanup with the 'More options' menu. Then do clear up all temporary internet files. This helps a lot. I do these whenever I'm running out free disk space and only after doing anti virus and anti spyware scans.

First if you are running xp clear out your cookie and temporary internet files. You can defrag you system will help. If you have a lot of pics and songs save them to a disk they take up alot of room. Go to system restore and move the settings down to about 2 megs. If this doesn't take care of your problem you have 2 choices and that is purchase c cleaner or reboot you system. If you reboot save on a disk the things you wish to keep.

go to www.download.com and get ccleaner. Run it and remove all the wasted space like temp files and such. But if you are that much out of room, it's time to uninstall some things, or get a bigger drive. You might as well just get a bigger drive, because even if you remove things it is only a temporary fix.

Burn your pic and music to CD's, then remove them from your computer. Also, if you download movies, burn those then remove them. All of these take alot of space on your hard drive.

First of all, please check your c:\windows\temp.... you can delete those files safely. If you use windows XP, please empty c:\document and settings\...\..\temp - it occupies a lot of spaces some times.

If you have large documents, better burn them to CD. I always do that, and saves my life many times :-)
