If the stain has been there for a while, you might not be able to, but since the concrete floor is stained, its probably sealed and stopped the urine from really soaking in. I would try TSP aka Tri Sodium Phosphate from your local hardware store with a scrub brush and hot water. Good luck.

Go to the pet store and get some Nature's Miracle. Saturate the stain and just leave it there and let it dry naturally. This has worked on many surfaces for me but I've never tried concrete so good luck.

If the stains are too set, you may be out of luck but you could try using baking soda and a little water. Let it sit for an hour or so and then brush and rinse. Good luck!

IF ITS EXTENSIVE I'D STAIN OVER IT AGAIN WITH WHATEVER STAIN YOUR FLOOR IS OR MAYBE YOU COULD GENTLY RUB W/ SANDPAPER. IF THE SURFACE IS ROUGH LIKE I'D PROBABLY DAB IT WITH A STAIN BRUSH. ASK AT YOUR LOCAL HARDWARE TOO.

try diluted bleach water, bleach shouldn't affect the stain and only leave it on for a minute.
