Great (and funny) question... I'd wondered about that for a long time... notice they even do it in some animated porn? (a co-worker or two, or three, were uh - connoisseurs - of Japanese porn and women).
In general, the only time you actually get unpixilated material is if the woman is completely shaved (real or cartoon) and if the guy is hairy, again all bets are off - you're pretty much not gonna see a thing.
Suspect it a cultural issue regarding body hair (so hey - figure it out, other folks shave... right? I know I have...).
I'm not aware of any laws against it - but culturally, women particularly shouldn't have hair, and men generally don't...

I've heard that pubes are considered really offensive over there for some reason. Why even bother? If I'm going to watch porn I want to see everything. Otherwise I'll just turn on Oprah or Judge Judy.
