Peace is a personal matter. If a person consciously CHOOSES to be peaceful, no power on earth can deny it.
At the worst, another person can cause some physical injury or a serious , fatal hurt to a peaceful person. Still the threat or damage is to the mere physical body, and it can be 'perceived' by a peaceful person as a mere 'outside' situation, nothing to do with his inside.
What we see as 'disturbance' to peace is mere physical manifestation of internal peace of majority of people. And since the internal lack of peace is continuous, the outside situation gets a non-stop supply of such fuel.

Peace is only a small part of utopia.
It would take no religion or only one religion,
no money, no want, no poverty, no crime, no disease or ignorance in human society; virtually everyone working for the advancement of all humanity and the presivation of humanity & the planet.

In building this perfect world, this united world called utopia we would have peace.

Sorry, but I guess it is if what you are talking about is a permanent peace in the world between the different countries and societies.
It has been so since each society started providing itself with the representation of a God considered unique and worth fighting for in order to impose it to other societies.
Also fighting for the domain of natural resourses and so many other motives are allways at hand for the sake of getting advantage or benefits over our neighbors.

No it isn't, definitely not. Very much attainable and needed. But the whole can only be a summation of it's individual units. So, if i can be in peace and a few more millions add on their peacefulness, it is definitely attainable. But if we are going to add up our disturbances to the summation, then only that will be attained. Let's start being peaceful - individually.
Wish you a happy 2007 and welcome to Y! India !!
