What an amazing metaphor. I like it.
It tells a person that there is a point in time when one feels like they never get their point across.
It is the opposite of the sentiment you find in Garth Brooks's song Unanswered Prayers, in which he points out the gift of being able to learn more from the silence than from the thunder. If everything was thunder then no one would pay attention to the sound any more.
As for the substance of your question, No, I don't think I ever "feel" drenched. I may be drenched but having experience dealing with the rain and with floods and such i have learned that you can take many approaces to rain: one is the dress up in heavy clothes and carry an umbrella, and another is you can walk around naked and carry a towel in a bag. I favor the later appoach because when you get to where you are doing you wind up having to take off all the wet heavy clothing and then when you leave again, you have to put that wet heavy clothing back on. In the later case, you pull your towel out and dry off, put your towel away, and when it is time to go you are ready.
Apply this analogy to your "unspoken words" and you should learn that if you cloth yourself against getting drenched you will still get drenched and what's more you will drench yourself when you have to go out in the situation again. On the other hand, you can get drenched in the shower and dry off everyday and know that with a little soap and shampoo you can take advantage of the situation.
Like I said "amazing metaphor."
Now, que the Eurythmics. "Here comes the rain again, pounding on my head like a memory, won't you dive into my ocean, is it raining for you...?"

Yes I have. Especially when I'm having sex since I need that stimuli but I'm too shy to say the words. I say them inside my head & imagine that I'm actually uttering them outloud. Is that like what you're talking about? Maybe I'm confused~ *smiles*
