The difference between the three fouls is determined by the side that committed the offense.
1. Offisdes: either team can be called for offsides if they are lined up in the nuetral zone at the time of the snap. Or if they enter the neutral zone and do not get back before the snap in the case of the defense.

2. encroachment: although rarely used anymore it is basically the same as offside for the defense. offense can not have encroachment. It occurs when a defender lines up in the neutral zone and remains there at the sanp.

3. False Start: The offense is the only team that con commit a false start. it occurs when a member of the offense makes a movement that simulates the start of play. some examples are, the center moving the ball but bnot centering it, the line men making a movement as if to stsart play, A back moving other than going into motion ot to reset. A quartwerback making a sudden movement to draw the defenders off.

A false start is when an offensive player moves before the snap, unless he is the man in motion. Offsides is when a defensive player is past the line of scrimmage before the ball is snapped. Encroachment is when a defensive player touches an offensive player before the ball is snapped. A neutral zone infraction is when a defensive player forces an offensive player to false start.

Offsides: When a player on offense or defense moves before the snap and goes across the line of scrimmage then the ball is snapped. If he is not on his side of the field when the snap happens he is offsides. Most of the time, offensive players will be called for a false star first, unless they lined up offsides to begin with.

Encroachment: When a defensive player moves before the snap, goes across the line of scrimmage and touches and offensive player. If the players does not touch an offensive player and moves back to his position before the ball is snapped, no penalty is called.

False start. When an offensive player that has lined up at the line of scrimmage moves forward before the ball is snapped.
Players that are lined up at least 1 yard behind the line of scrimmage can move backwards and side to side but must be motionless for at least 1 second before the ball is snap. Only one player can move at a time.

I am amazed at the amount of wrong answers of people that think know football rules.

Some people are confusing neutral zone infractions with off sides. If a player lines up in the neutral zone, he is penalized for lining up in the neutral zone, not for off sides. The neutral zone is the area of the field that is occupied by the length of the football. Only the center can have his hand in the neutral zone in order to snap the ball

To add to vavavoom1's statement, which is correct, when the defense is offsides, the offense has a free play. In other words, they can continue the play and if they have a really successful play they can opt for it to stand, but if their play is only so-so, they can opt to take the penalty and replay the down. In encroachment, or unabated to the quarterback, the play is stopped immediately and the penalty is enforced against the defense. With a false start, the play is also stopped immediately and the penalty is against the offense. The penalty is always 5 yards either way.

Offsides is when a player lines up in the neutral zone or when a defensive player jumps the line of scrimmage before the ball is snapped, encroachment is when a defensive player jumps and touches an offensive player before the ball is snapped, and false start is when a set offensive player (usually a lineman) moves out of his stance before the ball is snapped.

Offsides is assigned to the defense, false start is assigned to the offense, and encroachment is a false start before the play whistle is blown.
