A USB drive is any drive that can be connected to the USB port of your computer. This includes external, full-size drives as well as mini-drives (which can be the same size of flash drives). Flash drives are devices which use memory chips rather than a spinning disk to store data. The memory chips hold their memory even when there is no active electric charge.

Flash drive describes a particular storage technology, involving silicon chips whose bits can be set electrically and retain their contents. USB refers to a connection technique, which can be used for flash drives, hard [rotating] drives, cameras, printers, keyboards, and much else. First two responders are both wrong.
