You are both correct.
It's either Captain Marvel or Quasar. But Captain Marvel came first with the idea of hitting two wristbands. The catch is, for Rick Jones to become Captain Marvel, he has to switch places between him & Mar-Vell as well as dimensions.
On the other hand, Captain Marvel (& Rick Jones) wear the "Nega-bands" while Quasar wears the "quantum bands."

Capt Mar Vell is the one I think you are looking for and has already been mentioned. While Quasar wore his Quantum band, I don't think he ever clapped them together. One other hero did, Hanah Barbera had a cartoon called "Samson and Goliath"
